Objectives
The mission of the Operations Evaluation Department (OPEV) of the African Development Bank (AfDB) is to help the Bank, through independent and influential evaluation, to foster sustainable growth and poverty reduction in Africa. OPEV contributes to the Bank’s corporate goals and overall development effectiveness by promoting accountability and learning through evaluation. The department conducts independent, systematic assessments of the relevance, efficiency, effectiveness, impact and sustainability of the Bank’s policies, strategies and operations. OPEV’s key objectives are:
- To deliver high quality project and programme level evaluations;
- To deliver high quality thematic evaluations;
- To ensure knowledge management and dissemination;
- To support evaluation capacity development and training.
Duties and responsibilities
The duties and responsibilities of the OPEV Director are as follows:
- Provide overall leadership of the department, in particular supervising and guiding the department’s management team;
- Determine the department’s work objectives and lead preparation of OPEV’s work program, staffing plan and budget,ensuring a high level of relevance to the Bank’s business ;
- Present the departmental work program and budget to CODE for consideration;
- Ensure sound human resource management in the department, including timely planning, recruitment, performance appraisal and staff development; and directly supervise OPEV Division Managers and other staff reporting to the Director;
- Ensure sound financial management in the department, including systematic budget preparation, execution and reporting;
- Monitor implementation of the Department’s work program, particularly adherence to agreed Key Performance Indicators and the timely production of the various evaluation reports;
- Provide leadership in ensuring evaluations are executed efficiently and to high standards;
- Provide leadership in disseminating evaluation results through appropriate ways and means within the Bank and within regional member countries; in ensuring development and use of effective systems for managing evaluation results and knowledge; and ensuring that evaluation results are used effectively to promote accountability and to provide useful lessons for improving future operations;
- Coordinate effective input of evaluation evidence in preparation and review of policies and operations, and participate as an observer in senior management meetings as appropriate;
- Oversee the analysis, updating and improvement of the post-evaluation system and methodology, including systematic selection of operations and topics for independent evaluation; and ensure coherence with the Bank’s systems of supervision, self-evaluation and results reporting;
- Monitor, compare and exchange evaluation results and methodologies particularly in the context of the DAC Evaluation Network Group and the Evaluation Cooperation Group of the Multilateral Development Banks;
- Report to CODE on delivery of the OPEV work programme, and in particular on the extent to which OPEV recommendations have been accepted and implemented.
Selection Criteria
Including desirable skills, knowledge and experience
- • At least Master’s degree in a relevant field.
- • At least 10 years of highly relevant experience, 5 of which should be at a managerial level.
- A solid knowledge of social, economic and development issues in Africa.
- Strong analytical skills and knowledge of analytical methods.
- Strategic mindset and capacity to translate strategic thinking into a compelling plan of action.
- Demonstrated ability to take prudent business risks and make effective, timely and well-determined decisions, taking due account of stakeholder interests and perceptions.
- Commitment to a high level of integrity and ethical standards, with an ability to inspire trust.
- Evidence of ability to build and lead motivated and committed teams across functional boundaries, and utilize the talent and expertise of team members in a productive way.
- Demonstrated ability to present and win support for ideas, drawing on relevant evidence.
- Excellent listening skills and cultural sensitivity, a clear commitment to diversity and capacity to initiate and manage innovation and change.
- Ability to build partnerships with a broad range of clients and deliver results that meet the needs and long term interests of clients within and outside the institution.
- Competence in the use of Bank standard software (Word, Excel, Access, and PowerPoint).
- Excellent written and verbal communication in English or French with a working knowledge of the other.
