Job Vacancy for Procurement Officer (State Project Coordinating Unit) - SPCU at Delta State Ministry of Economic Planning

Delta State is a beneficiary of the proposed World Bank-Assisted programme (SEEFOR). To support project preparation and implementation, the wishes to invite applications from interested and qualified candidates to fill the position below. The PC will be appointed on a full time basis through a competitive process.


Position: (State Project Coordinating Unit ) – SPCU

Scope of Service
  • The Procurement Officer will provide support to the Project Coordinator in the various tasks set forth below:
  • Provide technical assistance to the project in the procurement of goods, works and/or hiring of consultants, on proper scheduling, methodology, documentation, staffing and execution of all activities necessary to produce work plans, bid documents and other deliverables.
  • Interpret and implement alt procurement matters as contained in the DCA Procurement
  • manual and other project documents.
  • Coordinate the finalization of solicitation documents including evaluation factors consistent with the project requirement, appropriate specifications and the World bank procedures.
  • Assist in preparation and participate in the performance of appropriate training programmes for Project staff to ensure optimum utilization of the acquired knowledge upon completion of the  various programmes.
  • Ensure the efficient running  of the  projects procurement Unit and in the achievement of the listed task
  • Assist the project in getting Duty Exemption certificate and opening of Letters of credit where applicable.
  • Carrying out the assignment in accordance with the highest standard of professional and ethical competence and integrity having due regards to the nature and purpose of the assignment.
  • At all time and for all purpose, regard as strictly confidential all knowledge and information not within public domain which may be acquired in the course of carrying out this assignment and shall not be directly or indirectly disclosed to any person whatsoever, except with the written permission of the Project.

Qualification and Experience of the Officer
The requisite qualifications of the Procurement Officer shall include the following:
  • Applicants must possess a first degree (, ) in Engineering///Marketing (or equivalent) and be computer literate. Holder of an advanced degree will be an added advantage;
  • Minimum of 7 years hands on experience as a Procurement Officer in World Bank/IDA funded project or procurement Officer with excellent knowledge of World Bank
  • Procurement methods and guidelines:
  • Completion of training on World Bank procurement for goods, services and works, as well as contract management. Training in Advance Procurement and attendance of other procurement courses would be essential advantage
  • Good communication and training skills;
  • Proven track record in procurement with capacity to handle the procurement process from advert to contract deliveries;
  • Ability to motivate, inspire and achieve results will be an added advantage;
  • Proficient in the use of IT, especially MS Word, Excel and related  packages.

Remuneration
Salaries are attractive and negotiable.
