ORGANISATION
JOB DESCRIPTION

1. Assist the UFR Package Manager in the clear definition of the contract exhibits and in particular the Scope of Work (exhibit A). Ensure the scope of work is cascaded into Project Particular Specification (PPS) of exhibit E with no contradiction between the umbilicals package contract exhibits.
2. During FEED and CFT phases together with UFR Engineering Manager / Interface Leader, ensure design consistency and continuity throughout the Umbilicals facilities interfaces (with FPSO package, SPS package, offshore installation and precomm. / comm..)
3. Ensure that HSE requirements are systematically considered all along the design process and in particular that HAZID/HAZOP/PTR project audits results are at all time well integrated into the Umbilicals design dossier
4. Assist the Package Managers at all project phases with reporting, meetings organisation and attendance with tenderers and/or local authorities, project schedule follow-up. Also ensuring of all project technical correspondences are duly answered.
5. Monitoring at all stages of the project development the TUPNI Nigerian Content Plan / requirements are well followed. Will be accountable for duly reporting of Nigerian content for the Umbilicals package.
6. Monitor and follow-up of tenders technical queries and qualifications during CFT process including COMPANY answers. Ensuring all clarifications and agreed qualifications are included into relevant contract exhibits. Including management of changes. Ensuring no impact on other packages or assessment of impact and coordination of changes implementation (if agreed) with other packages.
7. Consolidate and advise Package Manager(s) of any schedule & commercial issues arising from changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the Total process and the processes agreed with Partners and regulatory authorities.
8. Assist the Package Managers, during the Call for Tender phase (and later during onshore and offshore construction phase), by anticipating potential schedule issues. Propose solutions and participate in SIMOPS definition and resolution.
OBSERVATIONS ON ACTIVITIES AND MISSIONS
HSEQ RESPONSIBILITIES:

- Support and enforce the HSEQ Project objectives and directives
- Support and implement the Project HSEQ management system (plans, procedures and specifications)
- In particular ensure HSE aspects specific to the Umbilicals are all addressed also ensuring results of HAZID/HAZOP/PTR project audits are managed and duly taken into account
JOB REQUIREMENTS
The candidate will have ideally graduated with a MSc in engineering that relates to industry at large and preferably to Petroleum industry activities (such as Mechanical Engineering, Wells & Drilling Engineering, Controls, Ocean & Subsea Engineering, preferred) ;
Certified copy of diploma with grade shall be provided ; ideally the candidate will be also a chartered Engineer (such as CEng MICE) ; his education will have been complemented by professional trainings during his past professional experience. Depending on professional experience, candidate with a Bachelors Degree (BSc) in Engineering or equivalent professional qualifications will be also given consideration for the position.
- The candidate will have at least 5 to 10 years experience in the industry (although preferably with practice of Oil & Gas industry for offshore and subsea works) as project engineer with responsibilities including small team management and construction / fabrication site experience; he will also have knowledge of international design codes / standards.

DEFINITIONS
1. U.S. Citizen Eligible Family Member (USEFM) – For purposes of receiving a preference in
hiring for a qualified position, an EFM who meets the following criteria:
- U.S. Citizen; and,
- EFM (see above) at least 18 years old; and, – Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:
A. Resides at the sponsoring employee’s or uniformed service member’s post of assignment abroad or at an office of the American Institute in Taiwan; or
B. Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
2. EFM: An individual related to a U.S. Government employee in one of the following ways:
- Spouse;
- Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian.
3. Member of Household (MOH) – An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
- Not an EFM; and,
- Not on the travel orders of the sponsoring employee; and,
- Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
- Is not a citizen of the host country; and,
- Does not ordinarily reside (OR, see below) in the host country; and,
- Is not subject to host country employment and tax laws; and,
- Has a U.S. Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
- Is locally resident; and,
- Has legal, permanent resident status within the host country; and,
- Is subject to host country employment and tax laws.
EFMs without U.S. Social Security Numbers are also OR. All OR employees, including US citizens, are compensated in accordance with the LCP.
