Level: P 1

Position Assignment
Participate to AFCAC activities and provide her/his expertise in the field of air transport under the supervision of the Air Transport Director
Main Responsibilities
  • Participate in the implantation of the Yamoussoukro decisions in the field of air transport supervision
  • Participate in the activities for the promotion sustainable development of air transport in Africa
  • Provide his expertise about the issues of liberalization of air transport in Africa
  • Facilitate and accelerate integration and freedom of movement of persons and goods in Africa
  • Participate in the Directorate’s activities aiming at consumer protection
  • Participate in the establishment of common rules fostering  a healthy competition among operators in the sector.
  • Represent AFCAC during national and international meetings dealing  with air transport issues carry out other duties assigned by the Air Transport Director.
Training Requirements
Advanced University degree, preferably with specialization in public or , or equivalent qualifications and experience.
Required Expertise and Skills
  • Having worked for at least (10) years in a similar position
  • If possible, having worked for international bodies
  • Knowledge of financial and accounting management software
  • Knowledge of the  United Nations accounting system
  • Fluency in one of the  working languages of  AFCAC
  • Knowledge of more than one of the  working  languages of AFCAC (including English) is a highly desirable  qualification.

Position Assignment
  • Managing AFCAC’s various activities in the field of administration and finance and ensuring the safeguard of its properly
Main Responsibilities
  • International activities and in support to the Secretary General
  • Contributed to a set of procedures, practices, standards and tools are compatible with the ICAO regulations and practices in order to ensure a sound and adequate and reliable control of AFCAC’s administrative, financial and accounting activities
Annual Budget
  • Develop the budgets to be presented to the Secretary General, then to the Bureau and the Plenary Sessions
of AFCAC accounts and keeping of accounting records
  • Follow-up of account supply requests
Monitor third-party accounts
  • Co-sign settlement cheques
  • Control the reliability of account records

Reporting

Training Requirements

  • Extended experience, 10 years in positions with responsibilities, including the development of policies and procedures in the field of air transport in collaboration with government agencies regulating air traffic or which have equivalent responsibilities

Monitoring and Evaluation Officers at AIDS Prevention Initiative in Nigeria (APIN)






(APIN) is a non-governmental donor-funded organization involved in the prevention, treatment, care and support of HIV/AIDS in Nigeria. Since 2001, we have worked closely with key stakeholders including government agencies, universities, other non-governmental organizations and donors to fight the HIV scourge. APIN’s goal is not just to reduce the rate of growth of HIV epidemic in Nigeria, but also to ultimately reverse its course. Our prevention, treatment, care and support activities span forty-two sites in ten states of the Federation and are coordinated from our offices in Abuja, Lagos and Ibadan.
In order to strengthen our Strategic Information (SI) unit for its newly enlarged role, we seek qualified and competent candidates to assume the position at our Abuja office:
Position: Monitoring and Evaluation Officers
Reporting to the Program Director, the job holder would have responsibility for developing and implementing systems for monitoring and evaluating the implementation of the Program, including obtaining data from the program sites, evaluating performance vis-a-vis set targets, reporting on achievements and progress made and recommending appropriate improvement options.
Job Tasks
  • Provide technical assistance to program sites in the collection, analysis, reporting and use of output data for program improvement.
  • Collate monthly reports, provide feedbacks to the sites and maintain a functional database
  • Disseminate program output data to program officers, donors and the federal Government on demand.
  • Conduct data quality audit at the program sites to ensure compliance with monitoring and evaluation plans and procedures.
  • Develop appropriate data collection tools and procedures for all reporting needs
  • Develop and support the implementation of operational research.
  • Monitor the progress of the program towards Country Operating Plan (COP) targets and provide feedback to the program office and sites.
  • Work with program officers, site monitoring and evaluation committees to ensure that program reports and data meet acceptable quality standards and promote their utilization by relevant end users
  • Coordinate/participate in unit/departmental meetings and trainings, and attend stakeholder meetings and trainings on behalf of the organization.
Minimum Qualification & Experience
An and or any other relevant Master’s degree; five (5) years experience in the monitoring and evaluation of programs, especially HIV/AIDS programs

  • Report writing and oral/written communication skills

Reporting to the Database Specialist, the job holder would have the responsibility of supporting the database management process of the program at both the Program Office and the site level collaboration with implementing partners
Job Tasks
  • Carry out routine data cleaning activities.
  • Analyze and summarize sites’ error logs on a monthly basis, highlighting emergent technical assistance needs as well as track sites’ usage and response to database error logs.
  • Provide online and onsite technical assistance to data management teams at the Program sites
  • Work closely with the Database Specialist to ensure data are of acceptable quality and standard and carry out data quality Assessments
