African Civil Aviation Commission Recruits: Head of Administrative and Finance

The wishes suitably qualified candidates to fill the position below at its Headquarters based in Dakar, Senegal.Position:

Direct Line Supervisor: Secretary General
LEVEL: P1

Position Assignment
  • Managing AFCAC’s various activities in the field of administration and finance and ensuring the safeguard of its properly
Main Responsibilities
  • International activities and in support to the Secretary General
  • Contributed to a set of procedures, practices, standards and tools are compatible with the ICAO regulations and practices in order to ensure a sound and adequate and reliable control of AFCAC’s administrative, financial and accounting activities
Annual Budget
  • Develop the budgets to be presented to the Secretary General, then to the Bureau and the Plenary Sessions
of AFCAC accounts and keeping of accounting records
  • Follow-up of account supply requests
Monitor third-party accounts
  • Co-sign settlement cheques
  • Control the reliability of account records
  • Control bank reconciliation statements
  • Control cash book and secure its holding
Reporting
  • Analyze the financial and accounting statements
  • Control the transfer statements of payments at source and social contributions
  • Prepare the quarterly reports (accounting and financial statements technical implementation statements, commitment implementation statements)
  • Control and approval of invoice settlement files
Salary
  • Validate the staff salaries statements and ensure the exhale control
  • Check and stamp the salary payrolls and the staff payrolls statement

Procurement Contracts
  • Prepare the call for bids and consultation file

of Capital Assets and Values
  • Ensure the safeguard of AFCAC property
  • Supervise the of premises
Training Requirements
  • Advanced University degree or equivalent academic qualification, Specialization in aeronautics economics of air transport or air transport or air transport

Required Expertise and Skills
  • Extended experience, 10 years in positions with responsibilities, including the development of policies and procedures in the field of air transport in collaboration with government agencies regulating air traffic or which have equivalent responsibilities
  • Good communication and writing skills
  • Quality of listening to partners Mobility
  • Fluency in one of the working languages of AFCAC
  • Knowledge of more than one of the working languages of AFCAC (including English) is a highly desirable qualification
